Chandigarh, Feb.24, 2026:--The Chandigarh NHM Employees Union has expressed deep grudge over the Health Department's failure to release the pending UT share and arrears for the financial year 2025–26, as well as its failure to implement the salary revision as per the DC rates.
Union President Babita Rawat stated that the Finance Department had already given written approval in 2021 for an additional expenditure of ₹3.92 crore per year. Subsequently, the then Hon'ble Secretary Health had also agreed to implement salaries up to DC rate. For the past several years, this agenda has been consistently placed and approved in the meetings of the Executive Committee and the Governing Body.
Despite this, due to either the agenda not being placed this year or some administrative lapse, neither the salary revision was implemented nor were the previously approved arrears released.
Vice President Mahavir Singh said that despite the Union's earlier letter dated 13 January 2026 and the reminder sent on 15 February 2026, no action has been taken by the department, resulting in widespread dissatisfaction among the employees. Due to this situation, the Union has been compelled to initiate democratic protest activities:
Symbolic Black Ribbon Protest
Date: 10 March 2026
All NHM employees will wear a black ribbon/badge during their duty hours.
Mass Protest Demonstration
Date: 18 March 2026
Venue: GMSH-16, Chandigarh
Time: 3:30 PM to 5:30 PM
A peaceful two-hour protest will be held in front of the Mission Director's Office, NHM.
If the department still fails to take action even after these peaceful programs, the Union will be compelled to announce the next phase and intensify the movement.
The Union has appealed to the Administration for immediate intervention so that employees and their families can get relief and Chandigarh's public health system can continue to function smoothly.
