Chandigarh 11th July:- The Local Government Minister Anil Joshi chaired a meeting of Swachh Bharat Mission (SBM) to review the progress for the State. The meeting was attended by Mayors, Commissioners of Municipal Corporations, Regional Deputy Directors and other officials from state Local Government Department. Components of Swachh Bharat Mission namely; construction of household toilets, conversion of insanitary toilet into sanitary toilet, construction of community & public toilets, solid waste management and awareness generation were discussed in the meeting held at Municipal Bhawan Mohali.
The Minister said that 13.8 % households in urban area of the state either do not have a sanitary toilet or practice open defecation. Under Swacch Bharat Mission (SBM), 62,759 households have been identified for provision of sanitary toilet facilities. 34,266 applications from the households have been received for the grant of incentive for construction of individual household latrine. To the applicants, Rs. 1.5 Cr. has already been released by the State Nodal Agency for Swachh Bharat Mission in Urban areas. Situation of Solid Waste Management (SWM) in the state was also reviewed. Solid waste management project at Amritsar and its adjoining 11 ULBs, Patiala, GMADA and Pathankot are also to be executed under the mission. Anil Joshi said that funds will also be provided for Capacity Building and Public Awareness components of Swachh Bharat Mission. The State of Punjab has already received Rs. 4.32 Crore and Rs. 1.08 Crore from Government of India for these components respectively. The 50% of these funds will also be transferred to the 165 ULBs for ULB's level activities.
The Minister said that Punjab Government will also construct 1300 Community and Public Toilets under the mission. A technical committee will finalise the design of toilet at state level. The government of India is providing grant of Rs. 26000 per toilet seat and equal amount will be provided by Punjab Government for construction of toilets. The municipal authorities have been issued necessary direction to search the toilet sites and other formalities in respective regions.
The minister appraised the forum that he will convene monthly meeting for reviewing the progress of the Swachh Bharat Mission implementation. The Minister also asserted for a mechanism to be evolved for ranking the performance of cities and towns for implementing the Swachh Bharat Mission. On the recommendation of the present Mayors, LGM directed the authorities to form committees involving the councillors to monitor the implementation of the mission.
