Chandigarh 11th February:- The two day 6th CME cum Workshop on Laws applicable to Hospitals: Issues Challenges & Possible Solutions organized by Department of Hospital Administration, PGI started today. Inaugurating the event, Prof. Y.K. Chawla, Director, PGI welcomed the delegates who have come from different parts of the country and emphasized that knowledge of legal issues pertaining to healthcare is very important for doctors. He said that such events are important for disseminating information amongst the hospital administrators.
The technical sessions started with the talk of Prof. A.K. Gupta, Medical Superintendent-cum-Professor & Head, on Contract Labour (Regulation & Abolition) Act, 1970. With the help of various cases which PGI has faced, he apprised the delegates with the intricacies of the Act and its applied aspects. He stressed that whenever contractual workers are hired either on service contract or on manpower contract, the Contract Labour (Regulation & Abolition) Act, 1970 and other acts like ESI Act, EPF & MP Acts must be adhered to. Also, the terms and conditions of contract should be drafted with the help of experts.
Dr Shweta Talati shared the PGI's experiences about handling biomedical waste. She said that hospital administration has the responsibility to comply with laws to protect the environment from hazardous waste generated in hospitals. She further added that the Biomedical Waste Management & Handling rules were framed to ensure safe and scientific disposal of waste on the part of hospitals & every hospital administrator should be aware of the details of these rules.
Dr. Vipin Koushal discussed the Transplantation of Human Organs Act and informed the delegates about how PGI is coordinating with various agencies to create awareness about organ donation in this part of India. He said that the recent amendments of the act would further help in curbing the unlawful activities and promoting cadaver organ donation.
Speaking on the implications of Right to Information Act on healthcare institutions, Dr. Mahesh Devnani said that it is very important for hospital administrators to understand the exemption provisions under the act and should communicate how it is applicable in the particular case while refusing to furnish the information as merely quoting the section of act is not enough.
Dr. Navneet Dhaliwal discussed the PC-PNDT Act and called upon doctors to come forward in eradicating the menace of female feticide
