Republic Day:Governor Unfurls National Flag st Parade Ground

Chandigarh 26th January:- The Chandigarh Administration has organized a colorful function to commemorate the Republic Day at Parade Ground, Sector 17, here today. The Governor of Haryana, Punjab and Administrator, Union Territory, Chandigarh, Prof. Kaptan Singh Solanki was the Chief Guest on the occasion.

While addressing a massive gathering on the occasion after unfurling the National Flag, Prof. Kaptan Singh Solanki said that formulating an administrative set-up on Mahatma Gandhi's ideals was a big challenge taken up by the forefathers of our Constitution like Babasaheb Bhim Rao Ambedkar. This was done with great precision and dedicated to the people of India. The Constitution has a unifying thread running through it.

He said that Republic Day is both an opportunity to celebrate and introspect. You are all aware that the Britishers had exploited our resources and destroyed our industry. But circumstances have changed in the present times. Since the 20th Century, India has emerged as a strong nation and stands tall in the comity of nations. India is now an economically strong country and on its way to become a super-power. India has created an identity of being a progressive, mature and a powerful nation in the world. However, there are certain forces that are challenging our democratic values by disturbing the law and order situation. Need of the time is that the countrymen should unitedly work towards nation building. Only then can we meet the challenges of this globalised world and attain the status of being a world leader.

On the occasion of India's 67th Republic Day, I call upon the citizens, specially the youth, to promote the great traditions of Indian civilization to root out all the social evils. Only then will we be able to establish social- equality where all men and women will fearlessly contribute towards making India a prosperous and powerful nation in the 21st Century.

I take privilege in hoisting the National Flag in "City Beautiful", Chandigarh which is the pride of India and the joint capital of Punjab and Haryana.

You are aware that Chandigarh is an ideal city of our country. Wherever there are deliberations on development and progress of a new city, the example of Chandigarh as a well planned and naturally beautiful city is mentioned. Not only this, when Honorable Prime Minister announced the making of hundred Smart cities, we were confident that Chandigarh would get selected in the first phase. And this did happen. As the Administrator of Chandigarh, I assure you that Chandigarh will turn out to be an ideal Smart city. For this we are making efforts to ensure 24 hour water and power supply, better transportation, environment protection and e-governance.

In the area of e-governance, Chandigarh has already taken a lead. Efficacious steps are being taken to make Chandigarh a smart city. These include e- Sampark, e-jan Samaprk, M-Sampark, Mobile RLAM Directory, e-stamping, e-education, e-campus, e-saksham, e-payment and Gram Sampark.

We have formulated three projects which are the life line of this city. Amongst these, an MOU has already been signed for a metro-link for Chandigarh-Mohali-Panchkula. An MOU has also been signed to provide airport like facilities at Chandigarh Railway Station based on the pattern of developed countries. In addition, we have been provided 40 million gallon of water from Punjab and Haryana. You are aware that industry is the backbone of any city, and for this for the first time an industrial policy has been formed to ensure the success of Honorable Prime Minister's "Make in India" programme. Likewise, to promote "Digital India" programme, Chandigarh Administration has adopted the latest technologies to improve its efficiency. We are proud that Chandigarh has been conferred with "Golden Icon Award" for its e-sampark programme. Similarly for being the best e-governed city, we have received the "CSI-Nihilant" Award.

Apart from all these, Chandigarh is leading the country in many other areas. To improve consumer-awareness, "Smart-City App" was launched on Republic Day, 2015. Chandigarh was also placed first in the production of Solar Energy.

In the Health and Family Welfare sector, Chandigarh was awarded the first prize in OPD and major surgery, second prize in control of tuberculosis and third prize in bringing down the child- mortality rate. Chandigarh has also become the first "Tobacco-free" city. Steps are being taken to turn the Chandigarh Police into Smart Police. Training to improve efficiency of Chandigarh Police to help and make secure the residents of Chandigarh has been initiated through I-click kiosks, Mobile Safety App, Women and Child Helpline, Women PCR, Pick and Drop Facility and Operation Muskaan.

To make Chandigarh slum-free, Housing Board Constructed and allotted 12, 736 one room flats between 2010- 2015. With this, Housing Board has constructed 64,000 houses. Chandigarh Administration deserves to be congratulated for being awarded thrice for eradication of poverty and for providing housing to people below poverty line. In 2009, 2010 and 2014 for providing them with clean and adequate housing.

Today, on this occasion of Republic Day, I also congratulate the people of Punjab for helping realize the dream of making the state a progressive one. People of Punjab have contributed in the freedom struggle greatly and even in Independent India, Punjab holds a place of pride. This state has contributed a lot in the defence and economic development of India. With their hard work, people of Punjab have created an identity not only in their own state but also in different parts of the world.

In this era of economic growth, Haryana, the holy land of Geeta, has preserved its cultural heritage, and thus Cow-slaughter is illegal here. Geeta festival is celebrated in the entire state and efforts are also being made to revive River Saraswati again. The Lohri festival celebrates the birth of a girl-child in Haryana and women are making positive contributions in development and social equity in Panchayati Raj organizations. For the safety of women, all-women police stations have been opened in each District of Haryana.

The Haryana Government is worthy of appreciation for providing good governance through e-governance and making efforts to eradicate corruption through Zero-tolerance policy. Programmes like CM-Window, CM Web Portal, State Portal, e-disha Kendra for land registration, disbursal of pensions from Banks and Post offices through "Thaari Pension Thaare Paas" have proved very successful. Today, Haryana is producing enough power and is working towards fulfilling the goal of opening a Medical College in each District of Haryana.

It is a matter of pride that the Haryana Government has introduced new policies in the field of sports and industrial production. The new "Start-Up Policy" is a step towards making the Prime Minister's "Make in India" vision a success. Its objective is to provide employment to four lakh youth with an investment of one lakh crore rupees. In the field of sports, "Haryana Physical Acitivity and Sports Policy" aims to promote Yoga at District level. This is a commendable task taken up by the Haryana Government to ensure the physical and mental health of the youth.

Being a welfare state Haryana is making efforts to provide food, clothing and shelter to include everyone under the umbrella of development. Recently, pension for old age, widows and for handicaps has been increased to Rs.1400/- p.m with the provision of an increase of Rs. 200/-p.m every successive year.
