CII Expresses Displeasure over Additional 5% IDC on Power

By 121 News

Chandigarh 02nd July:- Confederation of Indian Industry (CII) Punjab State Council has expressed shock and displeasure over the imposition of Infrastructure Development Cess (IDC) of 5% on power being consumed by all segments of society, excluding those exempted from paying electricity duty, which has been notified today. CII would request the Government to reconsider its decision for the sake of industry which is already reeling under huge pressure of transportation and input costs.

S S Bhogal, Chairman, CII Punjab State Council commented that this sudden decision to impose additional 5% Infrastructure Development Cess has come as a rude shock for the Industry. The burden of power tariff enhancements in the past had already become unbearable for the Industry, and coupled with its landlocked nature which leads to high transportation costs due to large distance from ports. This decision to impose additional 5% cess would further add to the input costs and negate the very efforts of the state government to promote the state as an industrial destination.

D L Sharma, Convenor, CII Punjab Policy & Advocacy Panel & Director, Vardhman Textiles Limited stated that as it is, Punjab is among one of the costliest states in terms of power for industry and the primary reason is due to free power supply to agriculture sector, the cross subsidy burden on the industry has been growing consistently in the last couple of years, which is quite contrary to the advisory by CERC which has been calling upon states' electricity bodies to gradually phase out cross subsidies.

Pikender Pal Singh, Regional Director, CII Northern Region, stated that CII understands the importance of development of infrastructure in every aspect to the state, however we also feel that the policy to sustain development of infrastructure at the expense of industrial sector will not be sustainable in the long run.

Fortis Hospital Conduct Surgery of Teenage Boy with a 7 Inch ‘Tail’

By 121 News

Chandigarh 01st July:- Fortis Hospital Mohali conducted a remarkable and complicated successful surgery on a 13-year-old boy with a 7-inch 'tail'. The pre & post-operative care and the surgery were completely funded by the hospital as a part of Fortis' 14th anniversary and community development.  Dr Ashis Pathak (Director – Neurosurgery, Fortis Hospital Mohali) and his team performed the intricate surgery successfully in April.

Dr Ashis Pathak, MS, MCh (Neurosurgery), said that 13 year old Balaji was born with clubfoot deformity and weakness of lower limbs. The cord, or 'tail', was stuck at the bottom developmentally, and it had to be freed or removed as it was likely to cause changes in the normal spinal cord above. The tail is a rare congenital condition and it appears during the development of foetus in the womb for a brief period between 31-35 days of gestation and then disappears naturally with time. The club foot associated with this spinal anomaly reflects the imbalance in development of foot muscles because of the disparity in development of the nerves in such anomalies. It may be corrected but if the person already has severe neurological deficit, then it can't be rectified.

Dr Ashis Pathak said that the teenager was first examined at Fortis Hospital Mohali in February. "After examining him, he referred Balaji to Urologist Dr Manish Ahuja as the patient's bladder and bowel functions had been affected since birth, and we needed to address that. After carrying out a few investigations and an Urodynamic Study, Dr Manish Ahuja decided to teach clean intermittent catheterization (CIC) to the youngster so that he could keep his bladder empty. He added that Balaji had little bladder control, he would unknowingly urinate even while at school. This was causing a lot of embarrassment to the family, and they felt the boy would be alienated if this was not addressed. Dr Pathak said that the surgery lasted close to 7 hours as it was delicate and complicated. Unfortunately, though nothing can be done to rectify the clubfoot deformity, we wanted to give the best possible medical treatment to Balaji, who is a very young boy. This surgery and treatment will ensure that Balaji not only sustains himself, but also supports his family when he grows up.

Bala ji shared that the growing tail had instantly made him a godly symbol and the locals hailed him as a reincarnation of Lord Hanuman. He never felt bad about the 'tail' and nobody ever teased him about it. People worship him as he pray for them to god so that their wishes can come true.  But Dr Pathak explained to him that this tail was causing him spinal cord anomaly, which could worsen him neurological status. As a result, he is happy it has been removed.

His grandfather Iqbal Qureshi said that Balaji is a very bright young boy. He is not only good at studies, but is also a budding singer. As I'm a musician myself, I have taught him how to play the tabla and also make him do his 'riyaaz' every day. As we belong to a village and are not very educated, we did not know which doctor to meet. When we consulted a few doctors, they did not seem confident and we also got scared for Balaji's life. This time, a well-wisher told us about Fortis Hospital Mohali and we visited Dr Ashis Pathak, who assured that the 'tail' could be removed as it was necessary the spinal cord could be released also.

Reiterating Fortis Hospital's commitment to extending world-class clinical excellence and patient care to all, Ashish Bhatia, Regional Director (North), Fortis Healthcare Ltd, said that when we came to know about Balaji, the only thought that crossed our minds was to help him lead a better future. He was lucky that his family and community did not shun him, because that would have been devastating. He is a confident youngster and after our doctors examined him, we decided to extend free treatment to Balaji so that his life could improve for the better. He was in the able hands of Dr Pathak, who has over 30 years of experience in the field of Neurosurgery in India and abroad. It has always been our aim to contribute to the community and this year as we complete 14 years, we have decided to do 14 free surgeries over the year, the first one being Balaji.

Value Addition is the Key to Punjab’s Growth:Suresh Kumar

By 121 News

Chandigarh 01st July:- There is an imperative and urgent need of the Government of India and its related agencies and the Punjab Government to work aggressively and remove the existing disconnect between the farmers and the market which includes the Govt and private procurement agencies, if we have to improve the fate of the farmers. This was stated by Suresh Kumar, Addl Chief Secretary & Financial Commissioner- Development, Punjab at an Outreach Program for Agro & Food Processing Industry organised by Confederation of Indian Industry (CII) and Agricultural and Processed Food Products Export Development Authority (APEDA) at CII here today.

Suresh Kumar said that we understand that our farmers are going through a very tough phase and we are fully with you in these tough times, he shared while addressing hundreds of participants from different departments of Punjab Government, industry, farmers and other millers associations. Lamenting further on the vicious circle of farmers' poor condition existing across the country, he added that "It is so very depressing and disheartening that, at times the farmers have to cry in fields if there is low production owing to drought or untimely rains. And if the farmers are happy in the fields i.e the production is healthy, they have to cry in the market, because their produce doesn't get them the desired price owing to huge supply and lesser demand and inadequate infrastructure and marketing facilities available. He also called for self-imposed regulations by farmers. "I would however request the farmers to follow our guidelines on the timing of sowing of crops, its harvest, judicious use of pesticides and weedicides so as to maintain minimum global standards for better price and profits.  I would also urge farmers to just do farming and not mining on the soil, i.e avoid excessive cultivation and undue burden on it", he added.

Regarding Punjab's contribution in processed food industry, he mentioned that "Only 15 % of our produce is processed and even being the food bowl of the country, we are the net importer of wheat. Value addition of the farm produce would benefit the state in tremendous ways. There is immense untapped potential in Punjab for processed food industry in the fields of maize, fruit juices, vegetables, honey, potato chips, dairy products, basmati etc. it would help the cause of the farmer as well. The government is fully committed to promote processed food industry in Punjab and our fiscal incentives in this regard include VAT exemption for 10 years which would lead to break even of all capital investment for plants in 10 years. We have also planned 2 mega food parks in Punjab.

Krishan Kumar, Chairman, Agricultural and Processed Food Products Export Development Authority (APEDA) shared that india is the 6th largest exporter of farm produce commodities but we are far behind as far as processed food is concerned. The processed food industry has incredible potential and scope in Punjab and needs a strong push. And if it prospers here, Punjab's economy prosper as a whole. APEDA is fully committed to promote Agri exports and we have various schemes in association with the state government to set up various food processing plants across Punjab. He added that regarding the non-tariff barriers, he mentioned that "Our farmers and the industry need to ensure that the farm produce satisfy the minimum standards of quality so that other countries do not reject our commodities on the basis of standards.

S S Bhogal, Chairman, CII Punjab State Council & Managing Partner, Bhogal Sales Corporation shared that "As this region, better known as the Food Bowl of the country is today at cross roads because of increasing input costs, inclement weather patterns and experts dwelling on the need to break from the traditional wheat & paddy cycle and enhance value addition so as to make farming & food industry a viable option for people associated with this critical sector. CII is all geared up to actively partner with the farmers, govt and the industry to promote the food processing sector.
