Chandigarh 04th June:--- PHD Chamber and AEEE conducted a key stakeholder consultation meet on "Developing the Strategies for Utilities on ESCO to implement Industrial Energy Efficiency (EE) Projects" at PHD House, was to leverage the ESCO model as a catalyst for energy efficiency programme deployment in India in partnership with utilities.  The workshop was supported by Shakti Sustainable Energy Foundation.

AEEE, Alliance for Energy Efficient Economy, proposed to strengthen the Utility-owned Energy Service Company Organisation (ESCO) concept in India as an important means to build up the uptake of energy efficiency projects. The State Regulatory Commissions have already issued Demand Side Management (DSM) regulations and guidelines. However, Utility-ESCOs is identified as a critical tool in achieving the DSM agenda. The workshop highlighted the benefits of ESCO-Utility partnerships and sought feedback on setting up a Utility driven ESCO Company or a Special Purpose Vehicle besides highlighting the untapped potential of ESCO Business and develops strategies for Utility Affiliated ESCOs and Development of performance contracts of Industrial Projects.

Dr. Koshy Cherail, President, AEEE said that to address energy shortages and peak load reduction, utilities have to prioritize energy efficiency. Innovative business model including strategic partnership with ESCOs would be the key to success.

Dalip Sharma, Director, PHD Chamber said that there has been a big gap between the potential for energy savings and what has been realised on the ground. Energy audits are carried out but these are not often translated into implementation. Implementation through Energy Service Companies (ESCOs) was considered as a strong incentive for companies to take up implementation of EE projects.
