Chandigarh 10th December:--- Haryana Cabinet meeting was held under the Chairmanship of Haryana Chief Minister, Bhupinder Singh Hooda here today approved the setting up of Haryana Medical Services Corporation Limited.
The Corporation has been set up to procure and ensure a regular supply chain of quality drugs and consumables for all health institutions in the State including Government Medical Colleges and PGIMS Rohtak and procurement of equipments or services for all health institutions including medical colleges and ensure maintenance of all equipment and services. The other objectives of setting up of the Corporation are providing expertise, partnership expertise on design and implementation of various hospital services and creation of suitable hospital infrastructure including construction and maintenance of buildings, providing training, and undertaking technical collaborative research and developments. Haryana Medical Services Corporation Ltd. will be set up with an authorized share capital of Rs ten crore including paid up capital of Rs. 5.00 Crores by the State Government.
The establishment of a dedicated Corporation will ensure the elimination of shortages and wastages of drugs, timely payment to the suppliers, regular and uninterrupted supply in public health institutions and enhance quality of drug supply. It will help to give professional support for forecasting, planning and execution resulting in better delivery of services. It would ensure procurement of drugs and equipments at cheaper rates because it will be able to achieve better economies of scale and create a dedicated machinery having expertise to handle all procurement, distribution, logistic, maintenance and other technical services required for providing better infrastructure of hospital and improving their services. It will ensure efficiencies, transparency in procurement logistics, inventory management due to aggregation of demand through development of expertise and use of technology. A dedicated organisation for drugs, equipment and services will help to bring about standardisation and aspire for improving the existing standards of delivery.
The Cabinet also approved for keeping the procurement of Drugs, Consumables and Equipments and services of Health, NRHM and Medical Education Department out of the purview of Director Supplies and Disposals and Government High Power Purchase Committee.
In November 2009, Government launched a new scheme to provide free medicines to all OPD, casualty and for pregnant woman at the primary and secondary level facilities. Accordingly, new drug policy was approved to provide free and uninterrupted supply of medicines.
