“Laws are Meant to Facilitate, not Punish”—Chandigarh Administration Must Align with PM’s Vision: Kailash Jain

Chandigarh, Dec.11, 2025:-Former BJP State Vice President and UVM President Kailash Jain said that Prime Minister Narendra Modi has clearly stated that laws and procedures should ease the lives of citizens, not trouble them. He urged the Chandigarh Administration to adopt this approach, especially in matters related to building violations and minor need-based internal changes.

Kailash Jain noted that old building bylaws do not match today's practical requirements, due to which many residents have made small internal modifications. Instead of heavy penalties and notices, he said the administration should offer regularisation, simplified norms, and citizen-friendly solutions.

Kailash Jain has written to the Prime Minister requesting that the PMO issue suitable directions to the Chandigarh Administration to ensure a fair, practical and relief-oriented approach.

He suggested:

A single-window system for building violation and misuse cases.

A simple compounding/regularisation mechanism for minor internal changes.

Simplified bylaws with public consultation before policy revisions.

Kailash Jain expressed confidence that aligning with the Prime Minister's vision of Ease of Living and Good Governance will create a more helpful and solution-driven administrative environment in Chandigarh.
