Streamlining the Administrative Structure of City to Regain City Beautiful Tag

Chandigarh, Nov.23, 2021:- The dismal rating in Swachh Survekshan 2021 reflects upon the working of not only MC but Chandigarh administration in totality. But in no case this exposure should be permitted to demoralize the staff of MOH ,MC and other related stakeholder rather it may be used as an opportunity to reform the system as the onus of managing the affairs of the city effectively is the collective responsibility of Chandigarh administration as well as MC. 

It is good that the administration has decided to make the officials accountable but this should not be just a damage control exercise only as such exercises in the long run showed no impact on the working as has already been observed in the past also.  The administration seems to be acting under the pressure of public outrage on various issues and frequent exposure of the media. The real trouble lies in the messed up administrative control bifurcated between Administration and MC resulting in lack of unity of command. Besides this the postings and placements are also jumbled up. Here one officer who is junior in administrative structure has been made HOD of another department    and another junior officer has been made secretary of the other department.  Half a dozen administrative officers on deputation have already completed more than three years posting are given easy extensions every year.  The casual approach in working creates contempt as the officers are giving shelter to each other with no clear responsibility and hierarchy in seniority.  Merely sending one officer back to the state, not a first such action, will not serve any purpose unless and until some hi-ups are booked and action taken.  For an honest effort to regain the lost glory of the city some concrete decisions will have to be taken otherwise nothing fruitful will happen to improve the situation.

Please note that residents, Vendors, Rag pickers, collectors, MC staff and corporate entities engaged to deal with cleanliness of UT are the backbone of the system and their participants should be ensured to get results.

We hope that administration will avoid cosmetic surgery and call for emergency meeting of advisory council to discuss and review the whole affairs.
