Chandigarh 12th September:- Confederation of Indian Industry signed an Memorandum of Understanding (MoU) with the Chandigarh Administration to make Chandigarh a Smart City in the esteemed presence of H.E. Prof. Kaptan Singh Solanki, Governor, Punjab, Haryana & Administrator, UT Chandigarh and Vijay Kumar Dev, Adviser to the Administrator, UT Chandigarh at Raj Bhawan, here today.
The MoU was signed by Anurag Aggarwal, Home Secretary cum State Mission Director (Smart City), Chandigarh Administration and Sujith Haridas, Deputy Director General, CII. Chandigarh has become the first city to sign the MoU to take smart city project to next level.
Smart Cities being a subject of national importance, CII has launched a National Mission on Smart Cities to work closely with the Government to foster thinking on critical issues, undertake advocacy with the Government and policy makers and to help establish best practices in the implementation of pilot projects in the programme. The objective of this Mission is to play the role of a facilitator and a thought leader to assist the Government of India in the process of the development of 100 Smart Cities by 2022. This Committee comprises of industry, institutions and thought leaders to discuss and deliberate on the roadmap for this project. The CII Mission espouses that in the Indian situation, conceptually, a City could be deemed to be "Smart" if it fulfilled three basic objectives of (i) Creation of adequate employment opportunities in a planned manner, (ii) Enhancement of human productivity through efficient delivery of goods and services, and (iii) Improving the quality of life by enhancing the use of open / public spaces, which would in turn give a boost to citizens recreation, culture, tourism, ecological sustainability, etc.
H.E. Prof. Kaptan Singh Solanki mentioned that the inauguration of international airport and signing of MoU for making Chandigarh a Smart City make today, a historic day for Chandigarh". Terming the MoU signing as the right step in the direction to realize the vision on Prime Minister, he exhorted Administration & CII to work together to make Chandigarh a modern city keeping in mind global benchmarks fulfilling the needs of all section of the society. The quality of life of citizens needs to be improved in the city. Complimenting CII's efforts in brining world class expertise, the Government mentioned that CII has always been a partner in progress of the city beautiful.
Amarbir Singh, Chairman, CII Chandigarh Council mentioned that the CII Mission aims to contribute to this process by bringing in global experiences and solutions through its industry network and outreach, which could help the programme to be implemented in an efficient manner. The fundamental concepts and approach being taken by CII are Integrated Programme approach for procurement; Consortium Approach for implementation, Life Cycle cost based procurement, etc.
Pikender Pal Singh, Regional Director, CII NR, said that through a consultative process CII will facilitate feedback and contribution from all stakeholders and the industry including potential bidding consortia. This would allow different viewpoints to be taken into account by the Urban Local Bodies (ULBs) for finalisation of the parameters and outcomes in the bidding documents for the pilots, thereby ensuring a fair amount of interest from the industry for participation in the implementation process.
