Chandigarh 12th May:- The 136th meeting of State Level Bankers Committee, Punjab was convened by Punjab National Bank, the lead bank for the state of Punjab, at Chandigarh Sarvesh Kaushal, Chief Secretary, Government of Punjab, was the Chief Guest of the meeting.
Dr. R S SangapAS, Additional Chief Secretary, Revenue, Government of Punjab, Jaspal Singh, Secretry (Expenditure), Government of Punjab, Sukhwinder Singh, Director, Institutional Finance & Banking, Punjab, Sudhir Shyam, Director, Banking Operations, Department of Financial Services, MoF, GoI. Nirmal Chand, Regional Director, RBI, Chandigarh, Dr. P.M. Ghole Chief General Manager, NABARD, Ashok Gupta, General Manager & Convener SLBC Punjab, Dr. Rakesh Gupta, General Manager, PNB, HO, New Delhi, Senior Officers of the State Government and Controlling Heads of the Banks operating in the state of Punjab were among those who attended the meeting.
While delivering his Key note address R S Sangapure, Executive Director, Punjab National Bank & Chairman SLBC meeting appraised the house of important initiatives taken by RBI and Deptt. of Financial Services, MOF, Govt. of India during the intervening period between last and present meetings of SLBC which impacted the State economy in general and banking sector in particular.
R S Sangapure informed that after the launch of social security schemes namely PMSBY, PMJJBY & APY, the major onus on the banks is to make these Schemes successful. This can be made possible by appointment of Bank Mitras. He further informed that to ascertain/verify the availability of Bank Mitras, executives of call centers/LDMs/SLBC are making verification calls to each Bank Mitra/BC Agent working in their respective States. He urged upon all banks to monitor the functioning of Bank Mitras appointed by their bank by making telephone calls. Likewise activation of Rupay card is one of the important area. In order to create awareness for activation of Rupay cards among their customers, banks should send SMS or awareness can be created by other electronic and print media as many of customers are still not aware that ATM card must be swiped at least once in 90 days to keep the insurance cover alive.
R S Sangapure further apprised that MUDRA scheme which aimed at " funding the unfunded" and will instill a new confidence in small entrepreneurs is launched to the task of nation building. He informed the house that banks in the State of Punjab has achieved 72% of the targets allocated to them under PMMY scheme. Targets for the next financial year are not yet finalized by Ministry of Finance. He requested all the member banks to chalk out strategy from start of each month and take steps for not only achieving the targets but to surpass them convincingly.
R S Sangapure further apprised the house about the launch 'Start Up India-Stand up India' scheme in which Banks have to disburse loans for start-ups to the tribal/dalit/women entrepreneurs in alignment with and complementary to their existing instructions to increase credit flow to the Micro sector and their Priority Sector Lending guidelines. He requesed all the banks to give more thrust for making advances to tribal/dalit/women entrepreneurs through each of their branches.
Deliberating on the Agenda items, the house was apprised that 19 RSETIs are operating in the State and that the land has been allotted in 17 districts, Shri Sangapure requested the Department of Rural Development, Government of Punjab to expedite the process of allocation of land in remaining districts of the State or provide rent free accommodation to establish RSETI for the benefit of rural youth.
While reviewing the performance of banks under various key parameters in the State of PUNJAB for the period from March 2015 to March 2016, the house was apprised that Commercial Banks and RRBs have opened 318 new Branches since March 2016, thus raising the total number of branches to 6097 as at 31.03.2016 from 5779 branches as at 31.03.2015. No Block of PUNJAB is unbanked. The Banks in Punjab have installed 136 ATMs during quarter ending March 2016 taking their tally to 7482 as at 31.03.2016.
The total deposits in Punjab have increased by ` 34668 crore from ` 263880 crore to ` 298548 crore thereby showing an increase of 13.13 % during the review period. Total Advances during the period from March 2015 to March 2016 have increased by `20364 crore i.e. from ` 209091 crore to ` 229455 crore registering a growth of 9.73 % during review period.
Priority Sector Advances have increased from ` 113048 crore as at March 2015 to ` 126188 crore as at March 2016 showing a growth of 11.62%. Agriculture advances have increased from ` 58393 crore as at March 2015 to ` 70495 crore as at March 2016 recording a growth of 20.72%. Advances to Micro Small Enterprises have declined marginally from ` 44829 crore as at March 2015 to ` 44276 crore as at March 2016 showing a decline of 1.03%. The house was appraised that the marginal decline in MSME is due to revised guidelines of classification of Priority Sector Advances by RBI.
Sarvesh Kaushal, Chief Secretary, Government of Punjab while addressing the House, expressed pleasure to be associated with distinguished bankers and stated that the banks are developing partners of the state and appreciated role of bankers in improvement of CD Ratio and outreach of banks in the state. He appreciated the banking sector and appraised the house that banking model in India is the best model in the world as during the recession period, Indian Economy survived.
He further stated that banks have been helping in turning the capital from dormant to productive. Appreciating the role of bankers in implementing all the schemes of Government of India, he congratulated the banks for making the PMJDY a grand success in the state. Touching upon the launch of Social Security Schemes i.e. PMJJBY, PMSBY & APY Sarvesh Kaushal apprised the house that Punjab State is the first state in the country to launch Bhagat Puran Singh Bima Yojana in which entire state has been covered.
