Chandigarh 30th August:-Prof. S.C. Sharma, Head & Dr. Firuza Patel, Professor are retiring from services of institute today after more than 40 years of service  - 30th August, 2014. Both joined PGI in 1974 and 1975 respectively after doing their postgraduation, both joined as faculty in 1980 and 1981 respectively and rose to the position of Professor in 1999. They wre also trained in U.K. and U.S.A. respectively in their initial years.

Prof. S.C. Sharma took over as Head of the department on 1st April, 1994. He has special interest in brachytherapy, a division of radiation oncology, where treatment is delivered by keeping small radio active sources in and around the tumor. He introduced Ir-192 HDR brachytherapy in 1995 and was the first in the country to start Intraluminal Brachytherapy for better control of lung and oesophageal cancer. His main area of interest is  management of breast cancer and lymphomas. When he took over, the department was already running MD and B.Sc. X-ray courses , however he started two new courses – B.Sc. Med. Technology in Radiothearpy and M.Sc. Medical Physics in colloboration with Panjab University, Chandigarh. There were huge technological advances in the field of radition oncology during 1990's and number of new radiation techniques were introduced which included 3-D CRT, IMRT , IGRT, VMAT and SRS/SBRT. Dr. Sharma worked hard to bring new technology to the institute for benefit of all the cancer patients. He established IMRT facilities in 2004 and he has just completed his dream project of  IGRT complex , where a High Energy Linear Accelerator has been installed alongwith 4-D CT Simulator for practice of all above mentioned techniuqes, which will be available to the patients at a very nominal charge.

Dr. Firuza Patel is also retiring after almost 40 years of service. She has special interest in Gynaecological radiation oncology. She is recognised for her Dose Rate studies in Cancer Cervix not only in India but Internationally.  In late 1990's she was pained to see the suffering of terminally ill cancer patietns , who were just left to fend for themselves without any  support  avaialble to them. She thus got trained in Palliative Care in United Kingdom for this and then established Palliative Care Clinic in the department of radiotherapy. In colloboration with the UT Red Cross Society Chandigarh Branch she  established a Home Care Service in the Triciy for patients who could not come to the hospital and later  established  a Hospice for terminaly ill cancer patients in Sector 43, Chandigarh  This facility has become very popular with cancer patients of the region and all those who belong to nearby places as it helps the patient to die with dignity and is a major support for the caregivers. This facility is totally free and is supported by the generl public with donations.

This team of Husband and Wife has worked hard to bring the department to a level which is recognized both nationally and internationally and is well equipped to provide Comprehensive Cancer Care to the patients of the region.  Therefore , they are satisfied that they are  leaving behind a department which is well equipped for treatment of cancer patients by any radiotherapy techniques and a department which is known for is teaching and producing well trained personnels in various fields of radiation oncology

CII EDU SUMMIT TO FOCUS ON ALIGNMENT OF HIGHER EDUCATION WITH NSQF

By 1 2 1 News Reporter

Chandigarh 30th August:-- In order to facilitate mobility from vocational to general education, and vice-versa, the National  Skills  Qualification  Framework (NSQF) will help make qualifications more understandable and transparent.  To dwell further on this, Confederation of Indian Industry (CII) in partnership with National Skill Development Corporation (NSDC), National Skill Development Agency (NSDA) & Govt of Haryana is organizing 4th edition of CII Edu Summit on 1 September 2014 at CII's Northern Region Headquarters in Sector 31 A in Chandigarh. Ernst & Young LLP is the Knowledge Partner of the Summit.

Vijay Thadani, Summit Chairman & CEO, NIIT Ltd. said that NSQF, a quality assurance framework, organizes qualifications according to a series of levels of knowledge, skills and aptitude. These levels are defined in terms of learning outcomes which the learner must possess regardless of whether they were acquired through formal, non-formal or informal learning.  Launched in December 2013 to address the need to align the supply of skills through education and training to the requirements of the employers, the framework will map all the recognized qualifications into a unified framework that will be based on competence. Therefore, the mode of acquiring these competencies - through vocation training or education - becomes more prominent than the qualification by itself. With the formation of Sector Skill Councils, there is a lot of emphasis on following the NSQF, where education should be such that it aims at developing competencies. So far in India, it was qualifications that were used as benchmark to people getting employed. Vijay Thadani added, that according to the Ministry of Human Resource Development (MHRD), only about 18-19 per cent of our population in the age group of 18-23 years is enrolled in higher education and a mere 6 per cent of this group are graduates with degrees. With the rapid growth of advanced agriculture, manufacturing, infrastructure, service and associated sectors in the economy, it is imperative that the populace is equipped to contribute to and benefit from higher education.

Darpan Kapoor, Chairman, CII Chandigarh Council & Vice Chairman, Kapsons Group. Said that implementation of NSQF will provide for multiple pathways linking one level of education to another in both higher and vocational education domains. This shall enable flexible need-based learning at any stage of career through clearly outlined vertical/horizontal mobility and recognition of experiential learning. Another very significant objective of NSQF will be to assess and certify students against well-defined occupational standards. This will help in improving their chances of employability even at the international level.

Pikender Pal Singh, Regional Director, CII Northern Region.said that CII strongly believes that the country cannot achieve the universalization of education without the efforts of the private sector. For India to become a world knowledge hub, the entire education system in the country has to become sound and robust by achieving excellence and integration at all levels. This will transform millions of young people from across the world into educated global citizens, in years to come.

PERMANENT LOK ADALAT (PUS), MOHALI QUASHES THE ELECTRICITY BILLS AND IMPOSES LITIGATION COSTS ON THE PSPCL

By 1 2 1 News Reporter

Mohali 27th August:- The Permanent Lok Adalat (PUS), Mohali headed by Jagroop Singh Mahal allowed an application moved by Sohana,Mohali Resident Jagjit Singh. The bills of August, October and December, 2013 for Rs. 97,290/-, Rs.2,04,140/- and Rs.2,20,310/- were set aside. The respondents have been directed to overhaul the account by taking into consideration the actual consumption in the corresponding period of the previous year and to pay to Jagjit Singh Rs.10,000/- as litigation costs.

The Permanent Lok Adalat (PUS) found that the PSPCL did not observe  rules and regulations while removing the meter or getting it tested from the ME Lab. It was not sealed nor the signatures of the applicant were obtained on the packing when it was removed. No advance notice was given to the applicant about its testing though 7 days' advance notice was necessary. Meter was tested in the absence of the applicant. The affidavits of the persons in whose custody the meter remained for the said period of 4 months were not produced. It was, therefore, held that since the meter was not removed and tested in accordance with the Regulations, the report of ME Lab cannot be accepted as correct and the bills issued on the basis of reading given by the defective meter were set aside. The respondents were directed to overhaul the account by taking into account consumption of electricity for the relevant period of the previous year and pay to the applicant Rs. 10,000/- towards costs of litigation. The respondents were directed to recover this amount of Rs. 10,000/- from those officials who did not comply with the rules and regulations.
