Manifesto of Sanyukt Samaaj Morcha Released

Chandigarh Feb.08, 2022:- Carrying the torch of the long-drawn farmers' struggle at Delhi borders which forced the Modi government to repeal the pro-corporate farm laws, the Sanyukt Samaaj Morcha has jumped into the election fray to smash the stranglehold of the power-hungry traditional political parties. Obsessed with capturing power only for the promoting their business and personal fiefdom leaders of these parties use all communal and populistic measures coupled with lies and other foul and unfair techniques to win the elections. The welfare of the Punjabis and resolving unemployment and other pressing problems of the people are not on their agenda. Self-centered governance and faulty policies of these visionless parties have driven Punjab into a deep mess rendering agriculture unviable, degrading and deteriorating the environment and ecology to a dangerous level, and destroying the small industry and small businesses. Ruling by turn the larger parties have pushed Punjab from number one to 16th position in per capita income calculations. Using 'vote-bank' building techniques leaders of traditional parties have been dividing the Punjabis into religious lines and spreading hate and fear among them from within and across the border. They pose themselves as "protector" of Punjabis to harvest their votes and to legitimize their tight control of power thereafter. The Morcha is committed to putting an end to such fraudulent practices and the Delhi-based high command culture that run its policies in Punjab and bring the governance down to the Punjabis' level and would endeavor to make them master of their own fate.    

On the agriculture and rural front the Morcha would strive to ensure an income of Re 25,000 per month for each farmer family and constitute a 'Save Farmers Commission' to devise measures for the economic betterment of peasants. To make farming a viable profession and diversification of cropping patterns, minimum support price would be ensured for all crops, vegetables, and fruits. The government would intervene and compensate the farmers for the loss incurred by them due to low market prices than the MSP. Self-Help Groups in villages and rural cooperative societies would be encouraged and financial help of Re five lakhs on 2 percent interest rate would be extended to open small food processing units and other small enterprises in the rural areas. Net-work of village cooperative societies be strengthened and made the hub of farming activities with least official intervention in their functioning.

SSM would provide Rs. 3 Lakh interest free loan to the farmers on recurrent basis through the cooperative societies.

We would ask the union government to open Hussainiwala and Wahgha borders to facilitate the trade of Punjab's farm produce in Pakistan and further to Central Asia.

The functioning of the Revenue Department will be streamlined making registration of land deals and their mutation time-bound and easy procedure.

Discouraging the big and capital-intensive industry and business, the small and labor-intensive enterprises would be promoted to create more job opportunities and to protect the degrading environment. IT sector would be given priority.

The Power Agreements with private companies which caused heavy loss to the Punjab exchequer will be annulled and State Power Regulatory Commission will be strengthened to generate, procure and distribute cheaper power to the people and industry and to supply free electricity to the farm sector.

Highways in Punjab would be made toll-free as the investor companies should create alternate business measures to recover their investments.   

Mafia in transport, liquor, narcotics, sand mining, and in other sectors, enjoying political patronage of leaders of traditional parties would be smashed and replaced by the state-run corporations and cooperatives.   

Punjab being a border state should have "Special Status' at par with the hill states ensuring special concession in central taxes and duties. Therefore SSM demands "Special Package" for Punjab from the Union government for its economic regeneration.

A Century-old present election system known as "First-Past-the-Post" should be changed to a more representative system like a Proportional Representation (PR) system on the lines of a majority of democracies in the world. And provision should be made to recall the corrupt and inefficient legislators.

Punjab assembly should meet for at least 90 days in a year with legislators being given only one pension and their luxury cars and excessive emoluments are withdrawn.

A "Hisaab-Kitaab" Commission (Accountability Commission) would be constituted to investigate the corrupt practices and amassing of huge wealth and resources by the politicians and bureaucrats.

Efforts would be made to the annulment of UAPA, Sedition Act, and other black laws.

All efforts would be undertaken to undo the over-centralization of power at the Centre and revive the genuine cooperative federalism. India being 'Union of States' as per the Indian constitution, strong federalism is the only guarantee to robust India.    

Punjabi NRIs would be roped in to adopt their native villages for creating sanitary, education, and health facilities in rural areas. Also, their help would be sought in making Punjab a debt-free state.

Education and Health infrastructure and facilities have been ruined by the successive governments by systematically encouraging privatization and inducing destruction in these sectors. SSM is committed to strengthen government schools and colleges and government hospitals and dispensaries to impart world-class cheaper education and affordable health facilities to the poor and needy.

The unbridled powers are given to police and top bureaucracy which would be restricted making them answerable to the people of Punjabis.
