Union Minister for Rural Development Hold Meeting for Conclusive Titling Regime

Chandigarh 31st May:- The Union Minister for Rural Development Chaudhary Birender Singh along with Vijay Madan, Secretary Land Resources, held a meeting at U.T. Guest House to take stock of the preparations of Administration of U.T. Chandigarh to move to a Conclusive Titling regime from the present Presumptive Titling system. Dignitaries of Chandigarh Administration present during the meeting included Advisor to Administrator, Finance Secretary, Home Secretary, Deputy Commissioner, Special Secretary (I.T.) and Director, IT-cum-AEO. The Department of IT, SPIC and Estate Office are managing this project in collaboration with Infosys.

The main advantage of the new system is that it guarantees title to the citizen. Thus, with introduction of the Conclusive-titling regime, civil disputes in various courts are likely to reduce drastically and the ownership of various properties shall be guaranteed by the State. The U.T. of Chandigarh shall be the first city in the country to introduce a Conclusive Land Titling System.

Under the new system, The Estate Office (and subsequently other property record keeping offices) will issue online Certificate of Property Title that shall certify the ownership rights to the extent of share percentage of the respective property.

This Certificate displays unique Land Parcel ID apart from mandatory details like file number, site address, name of owner, Father/Husband/Authorized Signatory Name and associated Aadhaar number and respective share percentage towards the Property.

The Certificate shall also depict the key map of the Sector where the property lies along zoomed view of the property and adjacent plots (North, South, East, and West). The map generated through the GIS enabled web service developed in house by SPIC, Dep. Of IT, Chandigarh Administration in association with ESRI India; shall be embedded in this Land Title Certificate.

The Certificate also has provision to show the Mortgage related information for this Property. The Certificate has ownership trail/ legacy details as well as is under process of integration with Sub Registrar Office where the Sale Deed, Transfer etc are executed. The unique feature of the Certificate is that apart from it been digitally signed it contains a QR Code. Upon scanning the QR Code from any Smart Mobile/device, the latest Certificate showing the Property Title/Ownership would be displayed. This would reduce cases of cheating/ malpractice etc. and provide clean title.

The Certificate are generated by an intranet application been developed by Department of IT, SPIC and Estate Office in association with Infosys, Chandigarh. The Certificate apart from QR code would also be available online via Estate Office Website by entering the text information at search or via GIS enabled map.

The Proof of Concept has been done and shortly the Estate Office will be implementing this system.
