CII Bids for Grant of Capital Investment Subsidy to Government of Himachal Pradesh

Chandigarh 22nd January:-  The Confederation of Indian Industry, Northern Region, has written to the Himachal Pradesh government to take up the issue of cases rejected under the Capital Investment Subsidy scheme launched by the Government of India in 2003 and the claims thereof. The scheme was earlier extended till 2013 and has now been extended up to March 2017. The Confederation has urged the Himachal government to reconsider the rejected cases.

The Capital Investment Subsidy scheme launched by the Government of India in 2003 has extended in 2013 up to 31st March 2017. While extending the validity of the above mentioned scheme, the Department of Industrial Policy and Promotion (DIPP), Government of India introduced few additional conditions, including the Pre-Registration under the Scheme before Commencement of Commercial Production and to file the claim within one year from the Date of Commencement of the Commercial Production, which was not there in the Original Scheme of 2003.

In the light of the facts as mentioned above CII has humbly requested the Government of Himachal Pradesh to kindly represent to DIPP, Government of India with all the details i.e. no's of cases rejected under Scheme 2003 as well as under Scheme 2013 on these two grounds with the amount of claims involved respectively.

Rajiv Aggarwal, Chairman, CII Himachal Pradesh State Council said that we met Ms Ravneet Kaur, Joint Secretary, DIPP, Government of India and apprised her about the issue & requested her to kindly reconsider the rejected cases and she was kind enough to give a patient hearing to us and asked to submit a detailed representation through the State Government with facts & figures to enable her to take a final call on the matter and we hope that the state government will consider our request. He further added that if the State Government agrees to our request, it will be a momentous decision which will go a long way in making Himachal Pradesh a striking industrial destination.

Sanjay Khurana, Vice Chairman CII Himachal Pradesh State Council said that the major reason of introduction of Pre-Registration by Government of India under the Extended Scheme was to keep a track on the amount of investment coming to the State so that adequate & proportional funds may be allocated by Government of India to the State but it is duplication of work as the same information can be tracked through EM Part I, being filed by the Entrepreneur before putting up the Industry. It is also pertinent to add that introduction of Pre-Registration is against the very spirit of Ease of doing Business" quoted.

Capt Alok Sharma, Past Chairman, CII Himachal Pradesh State Council shared that we hope that the Government of Himachal Pradesh will consider our submissions sympathetically and will advocate the cause of industry vigorously with DIPP, Government of India in order to boost the industrial development in the State.
