Punjab Homoeopathic Council Rejects Dr.Kalyan Jt Director MER as Homoeo Registrar

Mohali 01st September:- The Punjab Homoeopathic Council has rejected and disapproved the appointment of Dr.Gurdeep Singh Kalyan as Registrar of the Council stating that his appointment was illegal and unconstitutional in-violation of the Punjab Homoeopathic Practitioners Act 1965 (PHPAct 1965). Dr.Kalyan is Joint Director of Medical Education and Research and was appointed as Registrar of the Homoeopathic Council by the Punjab Govt. The Council has disapproved all the works done by Dr.Kalyan and has constituted a panel of two members namely Dr.Tejinderpal Singh and Dr.Satish Rana to inquire into the irregularities  committed  by Dr.Gurdeep Singh Kalyan.

 The Council in its resolution has claimed that section 14(1) of the PHP Act 1965 states that 'The Council shall, with the previous approval of the State Government, appoint a Registrar who shall receive such salary and allowances and be subject to such conditions of service as maybe prescribed".  The Punjab Homoeopathic Practitioners Act 1965 clearly states that the appointment of the Registrar is to be done by the Council not the State Government. The Govt. is only to be consulted for prior approval to appoint the Registrar. The Govt. is vested with the powers of removal of the Registrar only. The Council is the appointing authority of the Registrar and the State Govt. cannot directly make any such appointment of the Registrar.

 

Its mentionable here that the Council has already sent a proposal for appointing the Registrar but the file had been catching dust in the secretariat since last one year. Now the Council has proposed that a panel of names of Homoeopathic doctors from the department may be sent for approval to the Govt. for appointing a new Registrar. The Council observed that the qualification of BHMS/MD granted by Guru Ravidas Ayurvedic University Hoshiarpur is included in the second schedule of the Homoeopathic Central Council Act 1973 by the Union Govt. on yearly basis which puts the future of the students at stake and causes hurdles for registration and job seekers. The Council passed a resolution requesting the Govt. that the Homoeopathic Institutions in the State should be affiliated to the Baba Farid University of Health Sciences Faridkot which is permanently recognized by the Central Council Act and its qualification stands included in the second schedule permanently.
