Entries Open for the 10th Edition of Jagran Film Festival

Chandigarh 31st May:- Entries for the much-awaited 10th edition of the Jagran Film Festival are now open. With its 10th edition, the World's largest travelling film festival completes a decade of incessantly carrying the 'Cinematic Culture' from metro cities to smaller cities of India thereby spreading and promoting the appreciation of the cinematic art at the grass root level.  The extravaganza is all set to travel to 18 cities starting from New Delhi from 18th July.

The festival invites filmmakers to submit entries on the website www.jff.co.in by 15th June 2019 for Delhi, however the entries will remain opened till 1st September 2019 for other cities including Mumbai chapter.

Apart from the categories like World Cinema, Indian Showcase, Jagran Shorts and Jagran Docs, this year OTT has been added as a new category. Films can be submitted under the categories like Indian Showcase, World Cinema, Jagran Shots /docs and OTT. A multi-layered preview process followed by JFF invites entries with no submission fee.

The festival in its 10th year has grown to become the world's largest travelling film festival that screens films across the genres from around the globe. Jagran Film Festival celebrates 10 years of glorious journey with exciting new additions this year.

This year's festival will include new categories in Programming and Awards. 10th Jagran Film Festival will celebrate two Retrospectives -World and India. This year will also include "Icon of the World Cinema" as well in addition to "Icon of Indian Cinema".

PGIMER Celebrates "World No Tobacco Day" at Raipur Rani: Inter-sectoral Co-Ordination to Achieve No Tobacco Status to Block.

Chandigarh 31st May:- In continuation of series of activities in effort to make Raipur Rani Block Tobacco free, PGIMER in collaboration of Civil Surgeon Office, Panchkula and CHC Raipur Rani observed World No Tobacco Day at Raipur Rani BDO office.

Highlight was elegant mix of prominent stakeholders: Jila Parishad Chairman Mrs Ritu Singla, Representative of MLA Panchkula, Aditya Sharma, SHO Raipur Rani, Market committee president Raipur Rani, Representative from district Civil surgeon office Dr. Parvinderjeet, SMO Raipur Rani, Dr Sanjiv, and Dr Anil Garg, and team from PGIMER Chandigarh including chief security officer P.C.Sharma.  It was attended by Sarpanches of Raipur Rani block, police personals of Raipur Rani Block, School and College students and teachers along-with market association members.

Dr Ekta from Department of Community Medicine & SPH coordinated the program. Dr. Arun Kumar Aggarwal, PGIMER Chandigarh delivered welcome address and stressed the need to develop joint action plan with all stakeholders to make Raipur Rani tobacco free. He stressed upon importance and role of all participants at individual level and organizational level to control tobacco menace in Raipur Rani block. In India 10% out of total deaths every year due to tobacco are due to second-hand smoke. Which is 80,000 to 1,00,000 deaths per year. India is second largest consumer and producer of tobacco. As per GATS survey 35% of population of India is consuming tobacco in some or other form.

Dr. Anil Garg, Medicine Specialist in CHC Raipur Rani discussed about harmful effects of tobacco. He elaborated how tobacco can effect each every organ of our body. Dr. Garg stressed upon the fact that in addition to causing cancers in head and neck region; and lungs tobacco causes many significant effects on sperm production. It also has cosmetic effects as well that include early aging wrinkling, staining of teeth, hair loss and poor skin texture.

Dr. Divya, Junior Resident and Mrs. Jagdeep Rana Female Multi-Purpose Worker from PGIMER did an experiment demonstration using one cigarette in a water filled bottle, creating negative pressure in bottle to make the cigarette smoke inside bottle, and then pressed the smoke out of bottle on a tissue paper.Audience was awestruck to see visible discoloration of tissue with smoke chemicals.Message was loud and clear- even one cigarette tar can cause enough damage in lungs.

Dr. Ekta Dogra, PGIMER, Chandigarh discussed about various sections of COTPA act. Quoting section 4 and 6 of the act, she appealed that those who are found to be smoking at public places can be fined with Rs.200. She informed that even sarpanches and teachers are authorized to impose penalty. She highlighted that It is mandatory to display No Smoking Banner at all public places.Seller should not sell  the tobacco product to a minor.  A display board must be put up at the point of sale declaring that "sale of tobacco products to minors is prohibited." Sale of tobacco products through vending machine and display of Tobacco Products may result in violation of the act.Tobacco products should not be sold in an area within radius of 100 yards of any educational institution.

Under Section 77 of Juvenile Justice Act (JJA) 2015,sale of tobacco to the minor is Punishable act. Violator may be got rigorous imprisonment for seven years or be liable to a fine up to one lakh rupees.

Section 7 offence is bail able & non compoundable which means action against violation of section 7 to be handled by the CJM Court.Punishment for Seller/ Distributor in First Conviction: Imprisonment up to 1 year and/or fine up to Rs 1000 or both. Second Conviction: Imprisonment up to 2 years and/or fine up to Rs 3000 or both. Cr.PC 1973 are applicable for search & seizure.

P C Sharma, Chief Security Officer, PGIMER Chandigarh shared his experience, how they were able to declare PGIMER Chandigarh smoke free status by supportive actions and by little strictness. He told that about 2000 Kg of tobacco products were self deposited by patients, attendants and staff while entering hospital premises, in initial two years of their campaign. He stressed it is difficult but possible by persistence, continuous and supportive efforts.

SHO Raipur Rani, Mahmood Khan thanked team for putting COTPA on open platform. He shared with audience how he has never smoked in his life and has ensured his office as smoke free zone all throughout his posting in Raipur Rani.

Rajinder Goyal, Vayapar Manch Pradhan delivered a passionate speech, and shared his experience how he never give in to stress from society to sell tobacco products. He asked upon all shopkeepers present to spread the word amongst their groups to follow the policy " na piyunga/khaunga aur na khane dunga."

In group discussion amongst the audience, everyone agreed to the fact that all need to work together to fight this menace.

Representatives from MLA Mrs.Latika Sharma (could not attend due to sworn in ceremony), Aditya Sharma, State BJP Karykarini Member and Mrs. RituSingla, Zila Parishad Chairman and were present on this occasion. They stressed upon importance of tobacco control activities amongst the public. Aditya shared his views that people must take responsibility for their own actions and assured full support for such activities in their area.

Students Miss Sonalika, Master Harkeet Kochar and Miss Gaytri were presented trophies and certificates for coming first, second and third in Poster making competition.

Miss Simran class twelfth student recited a poem on tobacco effects. Followed by a nukar natak was performed by students of GSSS, Raipur Rani stressing on leaving or not starting tobacco at all. In their nukar natak they demonstrated how due to peer pressure or to look cool youngsters start consuming tobacco ultimately resulting in disturbed family, society and premature death. They elaborated how with social support and will power all can overcome habit of tobacco consumption.

CII organizes Conference on ‘Shaping Healthcare Ecosystem in Punjab’

Chandigarh 31st May:- The next ten years will define the Indian Healthcare Industry, said Dr Om Manchanda, CEO, Dr Lal PathLabs Ltd, while addressing the CII Conference on Shaping Healthcare Ecosystem, organised by here at Chandigarh today. He added that we need to ensure that the gap between Indian healthcare infrastructure and the requisite skill training for the same is abridged by focusing on innovations and technology oriented solutions.

Dr Om Manchanda also mentioned that both public and private sector should work in synergy to overcome the various obstacles of the domain and maximize the benefits of unique government initiatives like Ayushman Bharat. There is sufficient demand in the healthcare industry, but the supply side needs to more accessible and affordable.

Ms Avneet Kaur, Joint Chief Executive Officer, Invest Punjab also addressed the gathering and mentioned that Punjab Bureau of Investment Promotion is focusing on developing Amritsar, Jalandhar, Ludhiana and Mohali as hubs for Medical Tourism through a variety of initiatives. She also acquainted the audience that Invest Punjab is a one-stop office for all regulatory clearances pertaining to industry investments. The Bureau facilitates land identification and site visits, employ dedicated relationship managers, has end-to-end online process approval and systematized feedback mechanism in order to provide all round support to the investors.

Dr Meena H Singh, Director, Punjab Health Systems Corporation also graced the occasion and said that our nation has really progressed in terms of treatment facilities in the last few decades, but now we need to focus on preventive healthcare and achieve a substantial attitude change amongst our people. She also informed that Punjab state shall shortly announce a comprehensive health scheme that will allow the entire population to take its advantage in a uniform manner.

Dr Gaurav Maheshwari, Senior Consultant and Head- Surgical Gastroenterology, Paras Hospital said that Corporate Hospitals have a huge role to play in ensuring affordability of world class healthcare services, esp. to the marginalized sections of the society.  He suggested various methods by which private medical practitioners may become more socially responsible such as tele-medics, use of mobile diagnostics and re-engineering the use of medicines.

Dr Navneet Dhaliwal, Assistant Professor – Hospital Administration, Post Graduate Institute of Medical Education & Research (PGIMER), Chandigarh, shared a government hospital's purview of Indian healthcare scenario and sought the support of private players in implementing government schemes like 'Pradhan Mantri Jan Arogya Yojna' so as to extend its benefits to the masses.

Make Every Day World No Tobacco Day: Dr. Jatin Sarin

Chandigarh 30th May:- World No tobacco day is celebrated on 31st May all over the world. Dr. Jatin Sarin, noted medical oncologist of tricity says this day is to promote awareness regarding harmful effects of consumption of any form of tobacco. India is the third largest tobacco user across the world. As per the WHO, tobacco kills more than 1 million people in India each year. Currently there are 266 million tobacco users in India and a substantial number of second hand smokers. This was stated by Dr. Jatin Sarin during a Awareness event held at Chandigarh.

Dr. Jatin Sarin Medical Oncologist, said that some interesting facts stating environmental load due to cigarette smoking, were brought forward by a study conducted by Imperial College, London. The smoke from the world's cigarettes represents 0.2% of global greenhouse gas emission. Cigarette butt waste represents 845000 tons of waste produced every year, the same as 3,755 times weight of statue of Liberty.

He further said that globally, each year, the tobacco industry consumes as much energy as the manufacture of 2 million cars. In 2015, it is estimated to have emitted some 8.76 million tons of CO2, the same as 3 million transatlantic flights. All forms of tobacco like cigarettes, cigars, and chewing tobacco are dangerous. Cardiovascular diseases, oral cancers, lung cancers, kidney diseases, pancreatic diseases are commonly seen in tobacco users. Tobacco use affects almost every major organ and system in the body causing a great deal of morbidity and untimely death. More than 4,000 different types of chemicals have been found in tobacco and tobacco smoke. Over 60 of these chemicals have been classified as cancer causing agents by International Agency on Research in Cancer.

Dr. Jatin Sarin added that every time a person smokes a cigarette, the toxic chemicals pass into the lung and further into different organs of the body via the blood. Organs like the mouth, throat, larynx, brain, oesophagus, lungs, urinary bladder, kidney and breast are affected by smoking tobacco. Tobacco also causes many other disorders such as heart disease, chronic obstructive pulmonary disease, stroke, blindness etc. Smoking tobacco is a major risk factor for lung cancer; almost 85% patients diagnosed with Lung cancer have a history of smoking. Cancer develops when there is an uncontrolled multiplication of the cells of the body. The harmful chemicals of the tobacco cause these cells to grow uncontrollably and may lead to cancer. Lung cancer is the 2nd most common cancer in India and first most common cause of death due to cancer.

Stopping smoking is associated with the following health benefits.  ·Lowered risk for lung cancer and many other types of cancer.

· Reduced risk for heart disease, stroke, and peripheral vascular disease (narrowing of the blood vessels outside your heart). 

· Reduced respiratory symptoms, such as coughing, wheezing, and shortness of breath.

· Reduced risk of developing some lung diseases such as COPD.

· Reduced risk for infertility in women of childbearing age.

Though there is increased knowledge of tobacco consumption and its harmful effects, the incidence of lung cancer and other tobacco related issues is high. People should understand the effects of active and passive smoking and quit tobacco consumption for a healthier and longer life.

Hotel Mountview To Hosts a 15-Day Long Tennis Camp

Chandigarh 30th May:- A 15-day long tennis camp will be organised at Hotel Mountview from June 1 to 15. The camp will be conducted under the supervision of professional coach and basics of tennis-- ball placement, racquet position, stamina drills, skill drills, hand-eye coordination skill and others- will be taught to the participants. The camp will be open for beginners, amateurs and professionals of all age groups. The interested can register themselves at the camp venue - Hotel Mountview before June 1. The enrollment fee for the camp is Rs 1,500. The organizer will also conduct exhibition matches at the end of the camp.

Salman Wants to Learn Dancing Again after Watching Contestant Saksham's Perform

Chandigarh 30th May:- The upcoming episode of Sony Entertainment Television's kids dance reality show Super Dancer Chapter 3 will see the cast of Bharat - Salman Khan and Katrina Kaif grace the sets of the show. Everyone right from the Judges – Shilpa Shetty Kundra, Anurag Basu and Geeta Kapoor along the hosts, contestants and audiences were dumbstruck seeing Salman Khan make a dashing entry with the ravishing Katrina Kaif  who looked beautiful in a yellow saree. Both the actors had a gala time on the sets while sharing an entertaining moment with the contestants who performed on Salman and Katrina's popular numbers. In the show, the kids will also be seen shaking legs with the 'Bharat' duo on the famous song 'Slow Motion', 'Chashani' and many more.

Of all the contestants, 7 year old Saksham Sharma from Ludhiana with Super Guru Vaibhav grabbed Salman's attention by performing on the song, 'Jumme ki raat hai.' Salman was so amazed to see the little champ perform that he declared that it seems as if he need to learn dancing.  Praising his talent he mentioned that Saksham is so good with his dance moves that he can beat his guru Vaibhav. Further, Katrina appreciated Saksham's for his world-class expressions.

Out of curiosity, Saksham couldn't resist himself and asked Salman that how can he maintain a good built and physique like him. To answer Sakhsham's query Salman mentioned it is diet and a proper exercise that helps you build your physique. Capacity Building and Training Workshop for ‘ Street Food Vendors’

Chandigarh 30th May:- Sixth capacity building and training workshop was jointly organized by Dept. of Community Medicine and School of Public Health, PGIMER, Chandigarh and Municipal Corporation Chandigarh held today at City Livelihood Centre, Community Sewa Kendra, Sector 25, Chandigarh. More than 40 registered street vendors attended the same. The vendors received free 'Street Food Vendors' Hygiene Kit' which included aprons, gloves, head covers and easy to understand IEC material. They also received free medical checkup by the doctors of Community Medicine, PGIMER, Chandigarh.

MCM DAV College for Women, Sector 36 A, Chandigarh, Actively participated in this unique venture to train the Street Food Vendors. The college joined hands with School of Public Health & Municipal Corporation Chandigarh in this venture. College Students were involved in this training program. They also assured their active participation in the remaining workshops.

Dr. Nisha Bhargava, Principal, Mehr Chand Mahajan DAV College for Women, Sector 36 A, Chandigarh gave a message for the workshop. Vivek Trivedi  S.D.O. MCC is handling the matter related to Protection of Livelihood and Regulation of Street Vending personnel.

The other training sessions were imparted by experts from various fields to encourage and ensure that operation of Chandigarh Street vendors conform to Byelaws of MCC, Food Safety and Standard Regulation 2011, Street vendors Act 2014, Swacchh Bharat Mission, Women empowerment & prevention of their exploitation.

Dr. Geeta Mehra, faculty from MCM-DAV, Sector 36, Chandigarh gave a demonstration on 'A frugal scientific tool- Foldscope'. She also highlighted the safety uniform features (like apron, head cover, gloves, etc) and also demonstrated them the right way of wearing them.

The Students of MCM DAV College Sector 36, Chandigarh enthusiastically participated in the workshop, they demonstrated the working of Fold scope and showed different microbiological slides to the audience.

Dr. Gopal Singh Adhikari, member of CWC, delivered a motivational lecture to enlighten them regarding their rights and responsibilities.

Ravinder and his team from Rudra Theatre Company presented a short funny yet witty skit entitled 'Municiparty aur rehri wale'. The skit focused on the need for such training workshop for street vendors and the benefits that will be reaped from it.

To increase awareness about financial literacy and various micro financing schemes were explained to street food vendors by Harkit Singh, Senior Manager, Punjab National Bank.

Dr. Nidhi, Senior demonstrator from Department of Community Medicine and School of Public Health, PGIMER, Sector 12, Chandigarh, demonstrated laughter yoga and Bhangra steps as a relaxation activity for rejuvenation of mind and soul of the street vendors.   

Dr. Pushkar from PGIMER explained the vendors about critical points from where the food can get contaminated. He emphasised on the sources of infection that leads to food related health issues.

Ms. Manjyot talked regarding the ideal food cart model and the key features that every food cart should have as recommended by the FSSAI.

The training was imparted in form of drama/play, demonstration and skit.

Department of Community Medicine, PGI Observe World No Tobacco Day- 2019

Chandigarh 30th May:- World No Tobacco Day was celebrated at Sub-Divisional Hospital, Naraingarh today under the guidance of Dr. Kathirvel S., Assistant Professor and Faculty In-charge, RHTC- Naraingarh, Department of Community Medicine & School of Public Health, PGIMER, Chandigarh in collaboration with Senior Medical Officer, Civil Hospital, Naraingarh. Dr. Nikita Sharma (Senior Resident), Dr. Nairita Dalui(Junior Resident), Dr. Pallavi Sharma (Junior resident), Dr. Ravali Vogeti (Junior resident), Dr. Ashok Gupta (Pediatrician), Dr. Ram Prakash (Medical officer), Mr. Jagdish Chand (MPHW), and other health staff were present.

The theme was "Tobacco and Lung Health", so the main emphasis was on creating awareness regarding harmful effects of tobacco on lungs in general population. Dr. Nikita Sharma welcomed the audience. She spoke about harmful effects of smoking and smokeless tobacco. She also emphasized on lung diseases in non–smoking population, due to second hand smoking among woman.

Dr. Ravali Vogeti spoke about harmful effects of tobacco in children. She made people aware of increasing incidents of childhood asthma, the underlying cause being second-hand smoke. She explained that smoking in front of children are not only contributing to increasing lung diseases among them, but also its impact on child psychology. Children used to copy their elders. Smoking in front of children may turn them into a smoker in later life. She requested the audience to refrain from smoking in front of children.

Dr. Pallavi Sharma spoke about effect of smoking in pregnant ladies, both in mother and baby. She told that smoking can affect the outcome of pregnancy in terms of low birth weight babies, preterm babies, babies with congenital malformation. It can also cause infertility, recurrent abortion, and ectopic pregnancy in woman.  She explained how smoking can affect brain and heart development of a newborn. And all of them can happen due to second hand smoke also.

Dr. Nikita concluded the session by the take home message, 'Stop smoking, especially to safeguard children and pregnant ladies'. She also requested the audience to spread the message to friends, relatives and neighbors. She also asked the audience to utilize the de-addiction services provided by psychiatry team of RHTC Naraingarh at room number 11 on every Wednesday for quitting smoking and alcohol use.

CII organizes Workshop on ‘Two Years of GST – Simplifying Business’

Chandigarh 29th May:- GST has been one of the biggest tax reforms in India with the GST Council committed to enforce a sound taxation system, said Vivek Pratap Singh, Excise & Taxation Commissioner and Secretary Vigilance, Government of Punjab while addressing the inaugural session of the 'CII Workshop on GST – Moving Forward: 2 Years of GST Simplifying Business' here at Chandigarh today. He added that we are bound to face routine problems on account of such a major transformation and every possible effort is made to understand the hardships of the tax payers and provide appropriate solutions. He assured that issues such as Tax Compliance, Fair Audits, GST Return Forms and the like shall be dealt in consultation with the industry members and their views shall most certainly add to the policy reforms.

Kishori Lal, Principal Commissioner, Central GST Commissionerate, Chandigarh, Ministry of Finance, Department of Revenue, Government of India also graced the occasion and opined that GST is changing very fast and therefore it is important for tradesmen and consultants to keep abreast of latest developments. He further said that there are three important stakeholders in any tax regime, viz., Tax Administrator, Tax payer and Tax Consultants; each having a crucial role to play in the enforcement of a tax system. It is important to identify the gaps and loop holes in any fiscal policy and fix them along with all the stakeholders.

The faculty for the day long workshop was Alok Krishnan (CA), Institute of Chartered Accountants of India and Founder Chairman, All India VAT Forum. He mentioned that the Goods & Services Tax as implemented in India is by far one of the best among the SAARC countries and is extremely promising, esp. for the tax payers. He also said that the government is very sensitive to the feedback is incorporating the necessary amendments as suggested by the tax payers, deemed in benefit of the Indian Industry and the citizens of the country.

Rohit Grover, Past Chairman, CII Chandigarh State Council and MD - JREW Engineering Ltd welcomed the dignitaries on behalf of CII and said that the GST implementation has resulted in a uniform tax rate structure across states, reduction in compliance cost, removal of cascading effect of double taxation, and enhancing transparency in the tax administration.

Ravneet Singh Khurana, Additional Commissioner, Excise & Taxation, Government of Punjab was also present during the inaugural session of the workshop.

More than 35 participants benefitted from the interactive workshop and familiarized themselves more on the contemporary changes in the GST tax system.

30 Lac Indians Suffer from Cancer, 12 Lacs of them Are New Cases-5 Lacs Succumb to Malady Every Year: Dr Rajeshwar Singh

Chandigarh 29th May:- With decreased health awareness and late diagnosis, India is headed to earn dubious distinction of having large numbers of cancer cases wherein 25 lac people suffer from cancer, of which 12 Lacs are new cases. The malady claims 5 lac lives each year in India, while breast and cervical cancer are the most common cancers in females, whereas lung anf orals are most common cancers in males in India.

Dr. Brig Rajeshwar Singh, Director Medical Oncology, Paras Multispeciality Hospitals Panchkula said while talking to media persons to create awareness on Rising Trends of Cancer in North India and observe World No tobacco.

Flanked by Dr Rajan Sahu, Sr. Consultant Surgical Oncology, Dr Parneet Singh Consultant Radiation Oncology, Dr Jagandeep Singh, Associate Consultant Ortho Oncology and Dr Anupam Gauba, Consultant Nuclear Medicine from Paras Hospitals Panchkula, Dr Rajeshwar added that till few decades ago breast cancer was detected in women after the age of  fifty years and the number of young women suffering from this disease were lesser.

He added that almost 65% to 70% patients were above 50 years and only 30 to 35% women were below fifty years of age. However, presently, breast cancer is more common in younger age group and 50% of all cases are in the 25 to 50 years age group. More than 70% of the cases present in advanced stage accounting for poor survival and high mortality.

He also shared that screening tests help in early detection of Cancer Mammography for Breast Cancer, Pap smear for Ca Cervix and PSA for Ca Prostate can be done to pick cancer cases at early stage.

Discussing the issue Dr Rajan Sahu shared that India continues to report highest prevalence of oral cancers globally with around 1.2 Lac new cases of such cancers reported every year. Chewing tobacco and gutkha contribute to 90 per cent of oral cancer cases in India. He also shared that one third of the cancers can be prevented by lifestyle modification. In India, tobacco alone is responsible for 1.5 lakh cancers, 4.2 million heart diseases, 3.7 million lung diseases every year.

He said that India has dubious distinction of being oral cancer capital of world because of rampant habit of tobacco chewing.  25 lakh total cancer patients & every year 8 lakh cancet patient died, but 3 lakh people die due reason of tabacco chewing. The Health Ministry's own statistics show that over 65 per cent of cancers in India can be attributed to tobacco use.

Speaking on the occasion Dr Parneet Singh also shared that m number of new cases of cancer is expected to rise by about 70 percent over the next two decades."Radiation therapy involves delivering high energy X Rays to body to kill the cancer cells and disrupting their ability to grow and divide without having untoward side effects on nearby normal organs.

On the occasion, Dr Jagandeep Singh shared that nowadays there is new branch of Ortho Onco surgery at Paras Hospitals Panchkula which deals with all type of Bone Tumors and Sarcomas and Limb preservation surgeries can be carried out in almost 90% of cases of Bone cancer. With newer modalities available for reconstruction, patients with bone cancer can not only managed with Limb preservation, but can also expect good function of effected limb after surgery.

Speaking on the occasion Dr Anupam Gauba Said that PT scan can help to find out presence on Cancer, evaluate extend of Cancer, plan possible course of Treatment response. Further it can also be used for early detection of Recurrent disease.
